摘 要:文章在合理筛选农业科研机构科研人才投入与科技成果产出典型指标的基础上,建立了完善的指标体系。利用主成分分析法对2010~2012年3所不同类型的农业科研机构的科研人才投入和科技成果产出进行评价。运用相关模型分别计算了3所研究所3年间科研人才投入、科技成果产出的绝对分值和排名,并进行绩效(产出/投入)评价,评估各研究所投入一产出的有效性,以期为我国农业科研机构加强人才资源管理、提高人才利用率和促进科技发展提供参考。Based on rationally selecting the typical index of research talent input against science and technology achievement in agricultural scientific research institute, a complete index system was set up in the paper. The main element analysis method was used to evaluate the research talent input against science and technology achievement in 3 different agricultural scientific research institutes from 2010 to 2012. Relevant models were adopted to calculate the absolute value and ranking of the research talent input, science and technology achievement of the 3 institutes in those 3 years. The performance (output/input) and effectiveness of the input-output of various institutes was evaluated and this can provide reference and experience to the human resources management, talent using efficiency lifting and science and technology development in Chinese agricultural scientific research institutes.
