摘　　要：结合改革开放30多年以来的实践,分析"大众创业、万众创新"提出的新常态背景,并详细分析创业与创新之间的协同关系,最后就新常态下如何达成创业与创新目标提出建议,包括倡导全社会创新风气,提高全民的创业创新意愿;改革投融资体制和机制,为实现全民创新创业"供血";改善创业创新环境,尤其要在资源、机会、待遇方面尽可能实现体制内外均等,在一些领域甚至向体制外倾斜;适应新常态下知识经济新特点,在知识密集上多下功夫;关注知识敏感特殊群体的创新和创业,让一部分人先成功创业创新。After thirty years' reform and open, a new normal state appears. Under this background, the Chinese government promotes the mass entrepreneurship and the mass innovation. The mass entrepreneurship coordinates with the mass innovation. Some suggestions have been made including promoting an atmosphere of mass innovation, improving the wills of mass entrepreneurship and innovation, reforming the mechanism of investment and finance to match the needs of funds, equalize the rights in resource, chance, treatment among different organizations including private sectors, pay more attention to knowledge-intensive business, and pay a close attention to knowledge workers, through following the routes of letting some groups' entrepreneurship explore and innovate first.
