摘 要:目前,商业银行的风险管理意识较差,基于风险管理的员工培训工作几乎处于空白。本文以天津某商业银行为研究对象,将风险管理思想与员工培训理论相结合进行商业银行员工风险管理培训体系设计,以期提升商业银行人力资本和核心竞争力。首先对该银行组织机构进行再划分,然后识别商业银行风险,形成风险指标体系。接着运用层次分析法确定天津某商业银行各部门风险责任。在明确了风险责任基础上,运用逻辑框架法,从目标层到投入层再到产出层,针对各部门从培训目标、培训计划制定、培训实施、培训效果等方面设计银行员工风险管理培训体系。At present, the consciousness of risk management is very poor in commercial banks. Staff training work based on risk management is almost blank. The paper takes a commercial bank in Tianjin as a target, and designs staff risk management training system by combining risk management with staff training ideological theory. The research may promote the bank's human capital value, and enhance the core competitiveness of the banks. Firstly, the paper redivides the institutional framework of commercial bank. Then, it identifies risks in commercial bank, and formed the risk index system. Next, this paper adopts AHP to determine risk responsibility of departments in a commercial bank in Tianjin. On the basis of risk re- sponsibility, this article uses the logical framework method, beginning with the target layer, from the input layer to the out-put layer, to design the bank staff risk management training system for various departments, which includes training objectives, training plan, training implementation, and training effect and so on.
