摘　　要：基层和国家层面的国土资源执法监察职能是相互关联、相互补充的,基层国土部门在政策层面需要土地督察与卫片执法形成的强有力"问责"形势,而土地督察与卫片执法需要基层国土部门的业务支撑和数据基础,各个层面都有限制其职能的关键环节,关键环节的"困境突破",要依据各个层面的职能设置与"困境",以全局的视角,利用包括地理信息、电子政务在内的信息技术手段,结合两个层面的互补关系,既需要两个层面加强自身建设(包括执法机制和技术方法),又需要两者相互配合,统筹双方的优势;同时,还应加大社会监督体系建设,形成完整的国土资源执法监察体系。The function of local and national government on law enforcement and supervision of land resources are associated and supplemented mutually. The local departments need the strong accountability situation which is formed by land supervision and law enforcement inspection of land satellite image at the policy level. And the local land and resource departments provide service support and basic data for land supervision and law enforcement inspection of land satellite image. This means the key link is set up at all levels so as to limit their functions. In order to make a dilemma breakthrough at the key link, we should be in accordance with the function and dilemma of all levels, in an overall view, using information technology methods including geographic information and e-government, as well as the complementary relationship between local and national level, that is, on the one hand, the two levels should be strengthened their own construction, on the other hand, the mutual coordination is needed, so that making overall plans concerning their advantages. At the same time, we should step up efforts on social supervision system. If we succeed in doing that, a complete system of land and resources law enforcement supervision will be formed.
