海水健康养殖业内涵特征及发展对策研究

摘　　要：积极发展海水健康养殖业是转变海洋渔业发展方式和建设现代海洋渔业的战略选择。在界定海水健康养殖业概念的基础上,基于经济学视角比较了健康养殖与传统养殖两种模式,指出海水健康养殖能有效利用海洋环境的自净能力,降低传统养殖模式引发的外部不经济性,但不等于养殖生产过程的"零排放"。针对我国海水健康养殖业发展过程中存在的实际问题,提出夯实并放大全国水产遗传育种技术协作网的平台功能,积极研发专属环保型配合饲料,因地制宜推广健康养殖技术等多种培育和发展海水健康养殖业的对策措施。Healthy marine aquaculture industry is an important choice for the construction of modern marine fishery. This paper introduced the definition and characteristics of healthy marine aquaculture industry, compared the healthy and traditional aquaculture mode in the perspective of economic benefits, made a special emphasis on the point that healthy aquaculture was not equal to ＂zero emissions＂ , but it can utilize the self - purification ability of seawater effectively. At last, this paper put forward countermeasures to accelerate the cultivation and development of healthy marine aquaculture industry, including carrying out research on key technologies of breeding, investing more in research and development on environment friendly aquaculture feed, increasing subsidies for aquaculture equipment and promoting healthy aquaculture technologies based on local conditions.
