奥巴马与布什政府对缅政策比较分析

摘　　要：因面临的国内外形势、外交理念及小布什与奥巴马的特征行为不同,美国小布什与奥巴马政府对缅政策策略呈现极大差异:前者以单边主义逻辑行事,强调意识形态,对缅实施单纯的制裁、孤立政策,强硬打压;后者倚重多边机制和国际合作,淡化意识形态,对缅实施制裁与接触并举政策,糅性施压。不同的策略产生了不同的成效。Due to differences in both domesticate and foreign situation, diplomatic notion and behaviors, the policies to Myanmar held by George Walker Bush Government and Obama one are greatly different. The former conducted with unilateral logic and stressed ideology. To Myanmar, he only took sanction and isolation policies, and suppressed the country toughly. While the latter depends on the multilateral mechanism and international cooperation, becomes indifferent to ideology, and holds policies of sanction and contact. And he exerts pressure on the country mildly. Different strategies have lead to different effects.
