水资源督察制度初探

摘　　要：针对水资源管理当中存在的分割管理、市场失灵、政府失效以及技术落后等难点,综述国内外典型督察制度的设立情况及成效,包括俄罗斯土地督察制度、英国规划督察制度、美国环保督察制度以及我国的行政督察制度、警务督察制度、环境督查制度和土地督察制度,重点借鉴国家土地督察制度的经验,结合我国基本国情和水情,提出了由国务院授权、水利部行使国家水资源督察职权的水资源督察的初步设想,为落实中央一号文件以及水资源督察制度的进一步研究提供了第一手研究资料.Problems of water resources management are generalized to include market failure, government failure and outdated technology. This paper summarizes results of several important supervision systems： the Russian land supervision system, the British planning inspectorate system, the United States environmental protection supervision system and administrative supervision system, police inspector system, environmental supervision system and land supervision system of China. Finally, this paper puts forward the preliminary idea of supervision of water resources according to basic national conditions and water information. The present work could provide first-hand research data for further study on the supervision system of water resources.
