我国引进国际直接投资导向的演变及动因——基于对《外商投资产业指导目录》的分析

摘　　要：以我国颁布的《外商投资产业指导目录》7个不同版本的鼓励类项目为基础,在分析我国引进FDI导向的基础上,构建了引进FDI导向指数,并评估我国的引进FDI导向指数。通过分析和评估,我国在调整引进FDI导向的过程中,对于技术的要求不断提升,以修订《外商投资产业指导目录》为基础的FDI产业政策调整能够清晰地反映出我国引进FDI的导向,并能够保持FDI政策的相对稳定。我国引进FDI导向的趋势是对引进FDI不断适应我国产业结构转型升级和对外贸易增长方式转变要求的结果。By comparing the encouraged projects in the seven different versions of The Guide Directory of Foreign Investment Industry of China, this paper analyzes the direction of FDI introduction of the country and constructs the corresponding index, based on which China＇s index is evaluated. Through the analysis and evaluation, it is found that technical requirements have been increasing in the evolution of FDI introduction direction. FDI industry policy adjustment by revising the Guide Directory of Foreign Investment Industry can clearly reflect the orientation of the introduction of FDI, and maintain the relative stability of FDI policy as well. And the evolutionary trend in our country is the result of FDI introduction adapting to the transformation and up- grading of the industrial structure and to the mode changingof foreign trade growth.
