论我国当前“压力维稳”体制:问题与制度化转型

摘　　要："压力维稳"体制是我国当前维护社会稳定的主要措施,随着社会的发展,这种体制面临着日益严重的内部逻辑困境和社会困境。一方面,"稳定"概念的错位,维稳对象异化,维稳手段极端化;另一方面,这种体制不断受到市民社会发展的挑战,社会矛盾积累,维稳成本高企,政府公信力下降。鉴于此,有必要对其进行制度化转型,设定政府的行为边界,加强相关领域的法制建设和促进公民的政治参与,并力行行政问责制,建立社会的动态稳定机制,实现转型社会的有效治理。Pressure maintenance system is the main measure to keep social stability in our country. However, with the develop- ment of the society, it is faced with increasingly serious internal logic and social dilemma, such as dislocation of the concept of stability, alienation of the object, and extremalization of means on the one hand; and continuous challenge of civil society devel- opment, accumulation of social conflicts, high cost of keeping stability and weakening of the government credibility on the other hand. In view of this situation, it is necessary to carry out the institutionalized transformation, including setting up the bounda- ries of government behavior, strengthening legal construction of related areas and promoting citizens＇ political participation, so as to establish a social dynamic stability mechanism and realize effective governance of the transitional society.
