基于DEA模型的黑龙江省种植业保险补贴效率实证研究

摘　　要：文章以黑龙江省13个地市、农垦总局及全省作为决策单元,通过选取能够反映种植业保险补贴绩效的相关指标,运用数据包络分析(DEA)方法对黑龙江省种植业保险补贴效率进行了客观、有效的评价。结果表明:各地区种植业保险补贴效率普遍不高且存在明显差异。依据分析结果提出了提高黑龙江省种植业保险补贴效率的政策建议。This paper takes thirteen cities in Heilongjiang province, Heilongjiang land reclamation Bureau and the entire province as decision - making units,and makes an objective and effective evaluation for the efficiency of subsides in crop farming insurance of Heilongjiang province u- sing a method of data envelopment analysis （DEA） through selecting the relevant indicators that reflect the performance of the subsidies in crop farming insurance. The results show that the efficiency of subsidies is generally not high and there are obvious differences in the crop farming in- surance for each region. The paper proposes the policy recommendations on improving the efficiency of subsidies in crop fanning insurance of Heilongjiang province based on the analysis results.
