测谎的证据价值及在反贪侦查工作中的应用之思考

摘　　要：《中华人民共和国国家安全法》和《中华人民共和国警察法》规定,国家安全机关、公安机关因侦查犯罪的需要,可以采取技术侦查措施。新《刑事诉讼法》明确规定,侦查机关有权采取技术侦查措施。测谎属于技术侦查措施的一种,认可测谎结论的证据价值的重要条件是必须建立有效的法律规制与制度保障措施体系。The State Security Law of the People＇s Republic of China and the Police Law of the People＇s Republic of China stipulate that state security agencies and police agencies can take technological measures in crime investigation out of the needs of police agencies＇ crime investigation. The new criminal law clearly provides that crime investigation agencies have the right to take technological measures for crime investigation. Polygraph is one of them. One of the important preconditions to determine the value of evidences collected by means of polygraph is to make effective rules and regulations and establish legal systems to ensure it.
