摘　　要：目的通过对湖北省社区卫生服务机构2012-2013年运行状况和资源利用效率等进行描述,分析其发展过程中存在的问题。方法对2012-2013年间的社区卫生服务机构的资产负债、收入支出、基本数字等进行描述性分析。结果湖北省社区卫生服务机构总收入呈现出不稳定的下降趋势,且来源于财政收入比例增长幅度较小;总诊疗人次数和出院人数的增长幅度不大;医生工作负荷相对低于全省医疗机构的平均水平;病床使用率出现下降趋势;资产负债率居高不下,门诊和住院人均诊疗费用处于较低水平。结论各级政府应进一步加大社区卫生服务投入,建立稳定的社区卫生服务筹资和投入机制,完善双向转诊制度,社区卫生服务机构要加强自身服务能力建设,积极开展适宜性的医疗保健特色服务。Objectives Describe the status and the utilize ratio of resources of the community health service (CHS)institutions in Hubei during 2012-2013,and analyze the problems of the process of development.Methods Descriptive analysis was applied for the CHS institutions during 2012 -2013 on aspects of assets and liabilities, income,expenditure,and the basic digital service.Results In the CHS institutions in Hubei Province,there was a instable downward trend of total income and the extent of proportion of income from the government was lower.The de-gree of increasing the clinic number of people and discharges was also not very high.The workload of doctors was lower than the provincial average;the bed occupancy was declining;the asset-liability ratio was in high situation while the fee of clinics and discharges per person was low.Conclusions Every level of government should further increase the investment to the CHS institutions.We should establish the stable financing and investment mechanism of the CHS institutions;we should improve the two-way referral system;last but not the least,the CHS institutions should strengthen the self establishment of service capabilities and actively develop appropriate medical care special services.
