摘　　要：本文从各行政区之间缺乏必要的沟通与协调入手,用冲突分析的方法分析黑河水库上下游之间的博弈。模型中将上游政府、下游政府作为两个局中人,通过一系列分析得到均衡结局,即下游政府负担一部分治污费用,上下游政府共同治污。Starting from the fact tha｜ there is lack of necessary communication between the administrative regions, this article uses conflict analysis to solve the game of upper and lower reaches government. In this model, the upper government and the lower government are used as two players. Through a series of analysis, a stable outcomeIthe lower government bears part of＂ cost while the upper government manages pollution together.
