台湾参与国际组织活动的现状及模式评析

摘　　要：1971年联大2758号决议恢复中华人民共和国的合法席位后,联合国以及绝大多数国际组织据此取消了台湾的会籍。但考虑到台湾的实际需要,中国政府在坚持一个中国原则下,也对台湾以适当身份、适当名义参与部分国际组织活动作出合情合理安排。台湾参与国际组织活动的主要模式包括"奥运模式"、"国际科联模式"、"渔业实体模式"、"地区经济体模式"、"逐年邀请模式"等,这些模式均坚持了一个中国原则,符合相关国际组织的规定,台湾参与的身份、名称与地位体现了台湾是中国一部分的含义,维护了国际上的一个中国框架。Following the United Nations General Assembly Resolution 2758 in 1971 which resumed the lawful rights of the People＇s Republic of China in UN, UN and most other international organizations cancelled the Taiwan＇s membership. Considering Taiwan＇s practical needs, the Chinese government, upholding ＂one-China＂ principle, has made reasonable arrangement for Taiwan＇s participation in international organizations with appropriate identity and appropriate name. The major models of Taiwan＇s participation in international organizations include ＂Olym- pic Model＂, ＂International Council of Scientific Unions Model＂ , ＂ Fishing Entity Model＂ , ＂Regional Economy Model＂, and ＂Inviting Every Year Model＂. All of these models both stick to ＂ one-China＂ principle and abide by the regulations of those international organizations. Taiwan＇s identity, name and status of participation in international organizations embodies that Taiwan is a part of China and also maintains ＂one-China＂ framework in international communities.
