摘　　要：系统分析了我国医疗体系各个参与方的特点、各方之间关系的特点,分析了他们之间存在的悖论所在,在此基础上提出了一个管办分离的治理体系,并分析了这一体系的内涵、可行性以及科学性。Analyze systematically the properties of agents and their relationships of Chinese medical industry, and find the paradoxes between this system, then a governance system named government regulation separate from management is constructed to help medical industry to develop health- y. Then the corresponding connotative meaning, feasibility and scientificity are specified.
