新媒体时代城乡规划“参与”与“治理”的法治化路径——以南京典型规划案例为考察对象

摘　　要：新媒体广泛介入城乡规划,可更好地传播城乡规划信息和专业知识,发挥监督规划实施和规划行政行为,并可直接表达利益诉求和提出改进建议。为体现城乡规划的民主性,在思想上应鼓励公众通过各种媒体参与城乡规划;在制度上完善城乡规划信息媒体发布机制,在技术上建立城乡规划热点讨论的媒体平台,从而形成城乡规划公众参与的媒体化和法治化途径。积极有效的媒体化能加速城乡规划法治化进程。同时,城乡规划部门在反馈媒体舆论时,应从传统"统治"思维向现代法治化"治理"思维转型,城乡规划只有走上法治化与媒体化之路,才会更好地促进城市的良性运行和可持续发展。New media widely involved in urban planning,urban planning can better dissemination of information and expertise,supervise the planning implementation and planning of administrative behavior,and can direct the expression of interest demands and suggestions for improvement. For the democracy of urban and rural planning,in terms of ideology should encourage public participation in urban and rural planning through a variety of media; improve the urban and rural planning information system in the media release mechanism,the establishment of urban and rural planning discussion hot media platform in the technology,media and the rule of law so as to form a way of public participation in urban planning. Active media can accelerate the legalization process of urban and rural planning. At the same time,urban planning departments in the feedback media,from the traditional＂rule＂thinking to the modern rule of law ＂governance＂thinking transformation,urban and rural planning only go on the rule of law and media on the road,will better promote the benign operation and sustainable development of the city.
