摘　　要：现阶段,生态文明建设中效益与安全常常处于博弈状态,由此引发的邻避效应和干群冲突更是屡见不鲜。为破解因邻避效应产生的干群冲突需要通过畅通利益表达机制、完善利益补偿方式以及重构政府公信力来实现。At present, the efficiency and security in ecological civilization construction are often in the game state. It is not uncommon that it will cause the mentality called ＂Not in my back yard＂ and the cadre-mass conflict. Thus for the sake of breaking the cadre-mass conflict which is caused by the mentality of ＂Not in my back yard＂, we should unblock the interest-expressing mechanism, perfect the way of benefit compensation and rebuild the trust between the public and government.
