公众参与公共图书馆服务的探索与实践——基于杭州图书馆案例的思考

摘　　要：公众参与公共图书馆服务是公民文化权利的体现,是公共图书馆本质属性的内在要求,是公众发展性公共文化需求的重要内容,也是公共图书馆自身发展的需要,对公共图书馆事业具有重要意义。杭州图书馆在保障公众参与的知情权、搭建公众文化展示平台、鼓励公众互相教育、引导公众参与图书馆管理、完善公民参与的表达和回应机制等方面进行了积极的探索,其经验与不足对其他公共图书馆具有一定的启发和借鉴意义。Citizen participating the service of public library reflects the cultural rights of citizens. It is an inner requirement decided by the nature of public library, an important part of people＇s developmental public cultural needs, as well as the need of the development of the public library, which has important significance to the public library cause. This is extremely meaningful to public library business.Hangzhou Public Library explored a lot in these regards, such as ensuring people to know what projects can participate in,providing opportunities for people who want to show themselves, encouraging people to educate each other, guiding people to participate in library＇s management, improving the express and response mechanism of citizen participation. All these experiences could inspire other public libraries and be served as reference.
