滩坑水电站移民安置规划方案实施经验和体会

摘　　要：根据滩坑水电站移民安置实际情况,移民安置实施阶段,以国家核准的可研报告为基础,对农村移民安置方案进行了优化和局部调整,采取以有土从农的安置方式为主,自谋职业、自谋出路、投亲靠友和养老保险安置方式为辅的安置方案。其实践表明,对于土地资源相对丰富的安置区来说,有土从农仍是最稳妥的农村移民安置方式;而自谋职业、自谋出路的农村移民安置方式有效缓解了库区县特别是青田县安置农村移民土地资源不足的困难,并取得了良好的效果。Based on the actual situation of resettlement in Tankeng Hydropower Project, the rural resettlement program is optimized and partially adjusted in resettlement implementation stage according to approved feasibility study report. Engaging in agriculture production is the main resettlement way if there has land resources, and the self-employment, finding one＇s own means of livelihood, joining relatives and friends to find a means of living and pension are taken as the supplemented resettlement ways. The practice shows that engaging in agriculture is still the most secure way of rural resettlement in the area with relatively abundant land resources, and the ways of self-employment and finding one＇s own means of livelihood can effectively relieve the difficuhies of insufficient land resources in reservoir area counties, particular in Qingtian County. The adjustments of resettlement way have achieved good results.
