浅谈水电工程建设征地移民安置综合监理

摘　　要：鉴于移民综合监理与工程建设监理在监理对象、监理内容和监理内涵上的不同,通过移民综合监理与工程建设监理的比较,阐述移民综合监理存在的必要性和应起的作用,探讨移民综合监理的工作做法,提出严格履行项目设计变更程序;采取核准制;完善移民资金管理制度,提高移民安置实施单位财务人员技术能力;加强审计、监察等政府监督以及强化移民综合监理的监督职能等建议。In view of the differences of resettlement comprehensive supervision and project construction supervision on supervision objects, contents and connotations, the necessity and the role of resettlement comprehensive supervision are analyzed by comparing resettlement comprehensive supervision and project construction supervision, and the methods of resettlement comprehensive supervision are also analyzed. It is proposed that the design changes should be managed, the approval system should be used, the resettlement fund management system should be perfected to improve the capacity of financial officers in resettlement implementation unit, the auditing and supervise of government should be strengthened and the supervising function of resettlement comprehensive supervision should be enhanced.
