摘　　要：为从源头上预防煤炭产能过剩,国土资源部从2007年2月起3次发文暂停煤炭探矿权受理,2014年9月放开煤炭探矿权新立。为分析研判煤炭探矿权暂停调控政策的实施效果,笔者从2003年以来煤炭探矿权、采矿权数量及煤炭产量变化的角度进行了分析,并对煤炭矿业权调控政策的实施提出有关思考和建议。In order to prevent coal productivity surplus at the source,the Ministry of Land and Resource had demanded suspending coal exploration right for 3times since February 2007.The suspending policy stopped in September 2014.For the purpose of analysis the effect of the coal exploration right suspending policy,the author analyzed the change of the amount of exploration right,mining right,and coal production since 2003,and present some suggestions on regulation policy of coal mining rights.
