论高校专业设置行政许可方式改革——基于《行政许可法》、《高等教育法》之规定

摘　　要：我国目前实行的高校专业设置审批制度不符合《行政许可法》的规定,违反《高等教育法》,应不区分控制布点专业和非控制布点专业,取消国家控制布点专业的规定,将现行针对控制布点专业的刚性许可制度(审批)改为柔性许可制度(备案),进一步扩大高校办学自主权。The system of the power to examine and approve college major setup at present does not accord with Administrative Permission Law. It also violates Higher Education Law. The present permission system should cancel the control of major distribution,change the rigid permission system（ examination and approval） into a flexible permission system（ registration）,and further expand the autonomy of colleges and universities.
