摘　　要："政治规矩"是全面从严治党研究中的一个新范畴。规矩既包括党章、党纪、国法这样的硬性约束,也包括党的优良传统、工作惯例等软性的未成文的内容,是"正式规矩"和"非正式规矩"的集合体。文章以新制度经济学正式制度和非正式制度的关系为工具,探寻"正式规矩"和"非正式规矩"不同的形成机制、保障机制和演进路径。"正式规矩"和"非正式规矩"的互补和转化是两者和谐统一的重要表现,党内潜规则阻碍两者的和谐统一。'Political rule'is a new category in the study of strengthening Party self-discipline. The rules include both the hard constraints,such as the party constitution,party discipline,and the law,and the soft rules,such as the fine tradition of the party,and working practices. This is a collection of formal rules and informal rules.In the view of formal and informal institution of new institutional economics,we find the different formation mechanisms,guarantee mechanisms and evolution paths in the formal and informal rules. The harmony of formal and informal rules lies in their complementarity and transformation,and the unspoken rules hinder the harmony.
