摘　　要：以宽带接入网为例,探讨了本地网发展环境分类方法,并通过构建分析评价体系,分类考察本地网的资源投入水平和发展能力,对标本地网投资和营销资源利用效率,支撑本地网建设、运营效果分析,为资源的优化配置提供决策依据,同时,提出了分类制定本地网投资效益及成本标杆的方法,对运营商投资运营管理水平提升有积极意义。Taking broadband access network as example, this article discusses the method of local network classification, and through building evaluation system,analyzes the local network＇s input level of resources and development capacity. The comparative analysis of local networks from the same operator can response the questions of network construction and operations,and also can help to set the benchmark of investment benefits and the cost. It will be positive for improving management level of telecom operators.
