政策性住房金融模式的国际比较及对我国的借鉴

摘  要:当前研究发达国家的政策性住房金融模式,对我国具有重要的现实意义。本文在对美国、德国、新加坡等国的政策性住房金融模式进行比较分析的基础上,对其实践经验进行了梳理。针对我国当前政策性住房金融模式存在的问题,提出以下建议:一是加强对政策性住房金融的立法和监管;二是构建完善的住房金融市场结构;三是政策性住房金融业务发展要与商业性住房金融业务发展相协调;四是改革住房公积金制度,适时建立国家住房储蓄制度。At present, the research on the policy oriented housing finance model of the developed countries has important practical significance to our country. In this paper, the United States, Germany, Singapore and other countries of the policy based housing finance model based on the analysis of their practical experience in the comb. In view of the problems existed in China's current policy housing financial model, put forward the following suggestions: is to strengthen the legislation and supervision of policy housing finance; the second one is to establish a perfect housing financial market structure; policy housing finance business development should be coordinated with the commercial housing finance business development; fourth, the reform of the housing accumulation fund system, the timely establishment of the national housing savings system.
