近十年中国公民海外遭绑架形势及原因分析

摘　　要：一国公民在本国领域外遭绑架属于涉外刑事案件的一种,涉外性因素加重了此类案件的处置难度,尤其是当中由恐怖组织或反政府武装实施的绑架犯罪还兼具政治敏感、国际关注、影响恶劣等特点。公民海外遭绑架成为近几年中国公民海外权益受侵的突出形式之一,其原因既有国际因素也有国内因素。预防和处置公民海外遭绑架案件成为我国外交、公安等部门加强中国公民海外权益保护的重点工作。That citizens kidnapped outside their states is one kind of the foreign-related criminal cases.Undoubtedly, the difficulties of disposing such cases are more complicated than normal ones. Especially,kidnapping committed by terrorist organizations or rebel crimes both have the characteristics of politically sensitiveness, internationally mindedness and the particularly pernicious effects. According to both internal and external considerations, the lawful rights and interests of Chinese nationals and corporations overseas are not effectively safeguarded in recent years. Indeed, to prevent and handle the incidents that citizens who involves in the above problems is given top priority by the Chinese diplomacy and public security departments.
