民营企业参与武器装备科研生产保密监管问题研究

摘　　要：针对当前军民融合过程中武器装备科研生产保密监管存在的问题,分析了民企参与武器装备科研生产保密监管的特点,梳理了保密监管的法规依据,论述了保密监管的重点内容。从建立保密监管企业法人责任制,树立"生命周期"监管理念,以及着力构建保密文化3个方面提出了民营企业参与武器装备科研生产的保密监管策略和机制。To solve the problems existing in security supervision of weapon equipment research and production in current civil-military integration,we analyzed the features of participation of civil enterprises in security supervision of weapon equipment research and production,reviewed the legal basis for the supervision and discussed the key contents in security supervision.We put forward the strategy and mechanism of security supervision for weapon equipment research and production invol-ving civil enterprises,considering three factors including establishing representative person liability system for security supervision provider,building up ‘life-cycle’supervision concept,and construc-ting the culture of security.
