京津冀城市群治理中的协调机制与服务体系构建的关系研究

摘　　要：由于京津冀城市群内政府间协调的不畅,导致了城市群内公共服务供给的碎片化,供给模式的单一与低效,供给与需求之间的不均衡等诸多困境。为此,必须要以治理精神为先导,构建多层次的政府之间、政府与市场之间、政府与社会之间的协调机制。只有如此,才能不断完善城市群内公共服务的供给模式,构建跨行政区的公共服务供给机制,健全公共服务的需求表达机制来构建完善的公共服务体系。The poor coordination of inter - governments leads to the dilemma of Beijing - Tianjin - Hebei Urban Cluster public service. The forms of dilemma are as follows ： fragmentation of public service supply, single pattern, in- efficiency in public service supply, imbalance of supply and demand, etc. Beijing - Tianjin - Hebei Urban Cluster needs to follow the spirit of governance and construct a multi - level coordination mechanism among gov- ernments, market and society. Only thus can Beijing - Tianjin - Hebei Urban Cluster construct a perfect public service system through improving patterns in public service supply, constructing inter- regional public service supply mechanisms, and establishing and consummating a demands expression mechanism of public service supply.
