我国基层中医药服务能力分析及建议

摘　　要：目的掌握我国基层中医药服务的基本情况,全面提升基层中医药服务能力。方法通过国家卫计委《中国卫生统计年鉴》、国家中医药管理局《全国中医药统计摘编》和中医药"十二五"中期评估调研数据,对近几年提供中医药服务的基层医疗卫生机构、人员、床位、门诊量等指标进行分析,并与同类机构比较,运用横向和纵向对比等方法进行分析和研究。结果与结论基层医疗卫生机构中医药服务能力还较薄弱。统计数据模糊、资源不足、资源与服务不对等、投入较少等问题制约中医药事业的发展。建议规范基层中医药服务数据统计口径、加大基层中医药投入。Objective To grasp the basic situation of the basic level medical institutions of traditional Chi- nese medicine service, comprehensively enhance the basic traditional Chinese medicine service capacity. Method The statistical data comes from the China Health Statistical Yearbook, the National Statistics of Chinese Medicine Extracts, and midterm investigation data of the - twelve - five - year plan of TMC. Analyzing the indexes of basic level health institutions, medical personnel, bed, and the amounts of outpatients, etc. And making longitudinal and lateral comparison on the relevant indexes with similar health institutions. Results and Conclusion Traditional Chinese medicine service capacity of primary health care institutions is relatively weak. Fuzzy statistical data, lack of resources, and the less investment restricted the development of traditional Chinese medicine cause. Some sug- gestions were put forward, such as standardizing the basic traditional Chinese medicine services statistics caliber, increasing financial investment in basic medicine.
