摘　　要：在梳理中国大陆西部地区城乡居民养老保险制度沿革的基础上,分析归纳西部地区城乡居民养老保险制度的运行特点,并以维顿(Vedung)的综合评估模型为框架,建立城乡居民养老保险政策评估体系,收集整理统计数据及调研数据,对西部地区城乡居民养老保险政策的投入阶段、转化阶段、产出阶段进行评估判断,分析得出现有制度的运行效率,并对西部地区城乡居民养老保险制度作出展望,提出应从健全养老保险立法体系、完善特殊人群的养老保险制度衔接机制、建立多支柱城乡居民养老保险体系、及养老保险风险预警系统等方面促进西部城乡居民养老保险制度的可持续发展。Based on the investigation on the evolution and characteristics of the urban and rural resident＇s pension sys-tern in Chinese western region, this paper conducts the analysis and summarization of the ral resident＇s pension insurance system in the western region. Using Vedung＇s integrated running status of urban and ru- assessment model as evaluation framework, we manipulated and processed both statistical and research data so as to conclude and assess the urban and rural residentpension system policy, i. e. , investment stage, transform stage, output stage. Looking into the efficiency of the existing system, this paper makes expectation on urban and rural resident＇s pension system in Chinese western re- gion. The paper advised that the legislative system should be sound, the pension convergence system of special crowd of urban and rural residents should be improved, apart from a multi - pillar pension system for urban and rural residents, and also, the early warning systems should be established.
