摘 要:港口运输海域使用权价格评估不仅是保证海域有偿使用制度顺利实施的基础,也是推动海域市场化运作的重要技术依据.根据港口运输海域的环境条件以及周边海洋经济的发达程度、区域社会发展水平等因素构建了价格评估指标体系,以官方数据为基础并利用多元回归计量模型量化反映各指标的重要程度,依据国家海洋局、财政部制定的海域等别和使用金征收标准,采用改进的TOPSIS法插值计算浙江省沿海县(市、区)港口运输海域价格.结果表明:指标权重随着海洋经济、区域社会的发展不断变化,并且港口运输海域价格呈现与之同步变化的规律;港口运输海域价格与等别、海域质量紧密相关;价格增长幅度受海域使用金增长幅度和海域质量排序的影响.最后,基于现有的研究成果探讨了采用多元回归赋权TOPSIS法确定港口运输海域价格的优势及局限性,并提出了改进方法.The price evaluation of use right for sea areas of port transportation not only is the fundamental work for the execution of the rule for paid of the sea area,but also is the important technical basis for the promotion of the market operation of the sea areas.This paper builds up the price evaluation indicator system based on the environmental conditions of port transport sea areas,the development degree of the surrounding marine economy and the social development level.The multivariate regression model is used based on the official data to quantify importance of every index.According to the criteria of sea area using fee made by the State Oceanic Administration and the Treasury,the improved TOPSIS interpolation is applied to calculate the price of port transportation sea area in the coastal cities and districts in Zhejiang Province.The results show that as the change of marine economy and social development,index weights are changing constantly,and the transportation price synchronously change;The price of sea areas of port transportation has close connection with grade and sea area quality;The growing price amplitude is influenced by sea areas using value growth amplitude and sea area quality.Finally,based on the existing results,this paper explores the comparative advantages and limitations of multiple regression TOPSIS method used to determine the price of sea areas of port transportation,and proposed the improved method.
