摘　　要：诺斯制度理论在美国公共图书馆制度中包括两个部分:一是美国公共图书馆的正式制度;二是美国公共图书馆的非正式制度。美国公共图书馆的正式制度体现为各类图书馆法律法规和标准规范;其非正式制度则体现为其建设理念、服务精神、权利观念和文化氛围。本文较为系统地分析了美国公共图书馆制度以及对我国公共图书馆的启示。Based on North System Theory, American public library system includes two parts, the one is the formal system and the other one is the informal system. The formal system of American public library reflected for all types of library laws, regulations and standards, the informal system of American public libraries reflected for construction concept, service spirit, the right idea and culture. This paper also analyses the enlightenment of American public library system to Chinese public library.
