宁波市民间智库发展:现状、机遇与政策选择

摘　　要：近年来,随着江夏智库、天一智库、宁波发展战略研究会等民间智库的兴起,宁波市民间智库开始迈开了发展步伐,但总体上仍然滞后于宁波经济社会发展以及社会组织的发育水平,突出地表现为数量较少、规模较小、影响力较弱。在中央政府大力倡导和推进现代智库建设的政策导向下,宁波市民间智库面临着前所未有的发展机遇。宁波市民间智库的发展应该立足于区域性、专业性、学院派、开放性的目标定位;同时,注重从法规与制度保障、财税政策支持、信息资源支持和人才建设支持等方面构建一个综合性的政策框架,以推动宁波市民间智库朝着健康和有序的方向发展。In recent years, with the rise of folk think-tanks including Jiangxia think-tank, Tianyi think-tank and Ningbo Development Strategy Research Council, Ningbo folk think-tank has witnessed fast development. However, on the whole, it still has lagged behind the development of Ningbo Economy and society and the level of social organizations. The disadvantage can be summarized as the few number, small size and little influence. Since the government advocates the construction of modern folk think-tanks, Ningbo folk think-tanks are facing unprecedented development opportunities. The development of Ningbo folk think-tanks should base on a regional, professional, academic target. Meantime, a comprehensive framework should be built in terms of guarantees in regulations and institutions, and of support in fiscal policies, information resources and individual development, which consequently facilitates Ningbo think-tanks toward health and orderly development.
