摘 要:官员财产申报制被誉为是腐败的"天敌"和"克星",既为多数国家采纳,也为我国民众期待。自20世纪90年代中期以来,中央先后6次发文,建立了领导干部报告个人有关事项制度。党的十八大以来,中央通过一系列措施,做实了领导干部报告个人有关事项的制度。尤其是不动产登记制度的建立为官员财产申报提供了支撑性保障;"裸官"治理强化了审查和惩罚机制;中央巡视组和组织部的抽查审核构成了监督制度;海外追赃追逃加大了官员财产转移的难度,形成了制衡机制。这种多管齐下、多头并举的做法开拓了官员财产申报的中国道路,在一定程度上丰富了官员财产申报的制度建设,积累了廉政制度创新的中国经验。The official property declaration system is known as the "natural enemy" and "jinx" of corruption. Consequently most countries have adopted it and Chinese people are longing for it. Since the mid-1990s, the Com- munist Party of China ( CPC ) has issued six documents about the leading cadres to report their personal matters. Since the 18th National Congress of the CPC, the CPC has begun to implement gradually the system of reporting leading cadres' personal matters through a series of measures. In particular, the registration system of real estate provides support for the official property declaration system; the constraint of "naked officials" strengthens the re- view system of the official property declaration; the selective examination and review practice implemented by the Party Graft Inspectors and the central organization of CPC constitutes a supervision system; and overseas pursuit sto- len assets both increases the difficulty of transferring property and forms the check and balance mechanism. These multiple measures enrich and pave the way for the establishment of an official property declaration system in China.
