摘 要:目前我国产业发展与人才开发的结构性不协调问题越来越突出,这主要与我国的产业人才开发组织模式不合理有关.文章依据产业人才开发组织的四维分析框架"环境—要素—结构—功能"进行中美比较分析,综合判定美国的产业人才开发组织属于"超三螺旋模式",我国的属于"双螺旋模式".最后,借鉴美国的发展经验并考虑我国的实际国情,提出改进建议:分2阶段推进产业人才开发组织模式的演进发展;坚持现行经济体制下的三螺旋组织模式复位及演进提升;行业协会及三螺旋接口组织的发展壮大;相关利益者积极参与并实现利益契合;基于高等教育地方分权的三级递阶协调控制.At present,industrial development and structural incoordination of the talent development in China is becoming more and more prominent,which is mainly concerned with the unreasonable organization model of in-dustrial talent development in our country.According to a four-dimensional analysis framework of industry talent development organization:Environment-elements-structure-function,the paper makes comparative analysis be-tween China and America,and judges comprehensively the industry talent development organization in America belongs to super triple helix,while the industry talent development organization in China is double spiral model. Finally,drawing on the experience from American development and considering the actual situation of our coun-try,the paper proposes improvable proposals:boost the evolution of industry personnel development organization mode in two stages,adhere to the reset and promotion of super triple helix mode under current economic sys-tem;the development of industry association and triple helix interface organization;stakeholders actively partici-pate in and implement the interests fit;three-level hierarchical coordination control based on decentralization of the higher education.
