摘　　要：现阶段中国经济发展最突出的特征就是经济发展新常态。经济"新常态"下中国农村的社会保障制度也面临着新形势和新要求,既有机遇也有挑战。文章对"新常态"背景下中国农村社会保障制度建设面临的挑战和机遇进行了思考,在此基础上从社保资金管理、社保基金运营、社保资金投入、社保信息化建设、社保法制建设这五个方面,提出了"新常态"背景下中国大力发展农村社会保障的政策建议。The most prominent feature of the economic development of our country at tpresent stage is the ＂ new normal＂. China＇s rural social security system in the new normal economy is also facing the new situation and new requirements,opportunities and challenges. This article analyses the main problems and the challenges or opportunities of our country＇s rural social security. Based on relevant research,it has put forward some policy suggestions from five perspectives——social security fund management,social security fund operation,social security fund input,social security information construction and social security legal system construction to develop the rural social security under the ＂ new normal＂ background.
