基于煤矿重大事故的领导安全意识研究

摘　　要：通过对昌吉州呼图壁县白杨沟煤矿瓦斯煤尘爆炸事故案例的分析,得出公司实际控制人的不安全意识影响了职工并最终导致事故的发生。为克服不安全的领导意识,提出作为领导首先要认识到隐患或危险源的存在就可能导致事故;对于领导要鼓励员工的安全需求,发展自主安全意识,形成可自我纠错与抑制违章的安全文化;明确安全价值的意义及组成并重视全员安全价值的创造,可以克服领导安全意识中对于工作任务价值量的片面追求。By the analysis of gas and coal dust explosion accidents in Baiyanggou Coal Mine of Changji Prefecture Hutubi County,unsafe awareness of actual controller affects employees and eventually leads to accidents. To overcome unsafe awareness of ultimate controller,this paper firstly presents an idea that the existence of hidden perils and hazard installations could lead to accidents. Encourage safety needs of employees to enhance the safety awareness of staff and form self- correcting and violation- suppressing safety culture for leaders. Be clear about the significance and composition of safety value and attach importance to creation of safety value in order to overcome one- sided pursuit of quantity value in safety awareness of leaders.
