摘 要:人们惯于使用"从管制到治理"、"从单边主义到多元共治"来描述治理转型,却忽视了对治理转型实际过程的考察。实则,要理解治理转型,必须将不同治理阶段视为一个"连续统"进行历史性、整体性的研究,继而回答"治理转型是否遵循线性逻辑"这个命题。本文以台湾地区推动城市社区治理转型为例,分析中国情境下治理转型的真实奥秘。研究发现,由于"公民社会"的先天不足以及"社区主义"的缺乏,台湾地区的社区治理转型主要借由"以自上而下推动自下而上"的机制,形成了过渡时期的"辅导型社区治理"形态。这种貌似"背反"的特殊逻辑,尽管有力推动了治理的转型,但是也埋藏着诸如"依赖政府"、"社区发展失衡"诸多问题。由此,也可以看出,治理转型并非符应简单的线性逻辑,应当视整体环境和能力情况而定。Most people are accustomed to using the term "from government to governance" or "from unilateralism administration to a pluralistic cooperation" to describe the governance transformation, while ignore the actual transition process. It is necessary to regard different stages of governance as a "continuum", introducing a historical research. In this paper, I studied how the model of urban community governance were transformed in Taiwan to answer the the question of ' dose governance transition follow a linear logic?'. The research shows, due to the lack of inherent civil society and communitarism, a transitional model of community governance were built in Taiwan, mainly with the mechanism of "bottom-up driven by top-down " Also this transitional mechanism accompanied with some problems as "to heavily rely on government" or "unbanlanced coriamunity development". It can be seen that the governance transition does not simply follow a linear logic, which should be regarded as a connection embodied in the overall environment and conditions.
