摘  要:大学章程的发布标志着大学已经开始进入"治理时代"。但是,本该发生的深刻变化没有出现。人们对大学治理的本质及其与管理间的关系还存在着模糊认识,这降低了"大学治理"应有的理论与实践价值,使治理结构与大学章程建设局限于技术操作层面,也使得现代大学制度建设停留于实践表层,趋于形式化。因此,有必要重新认识大学治理的本质及其与大学管理的区别。大学治理本质上是一种"管理范式",由"管理"走向"治理",其实质是"管理范式"的转换,在我国是从"行政范式"向"共治范式"转换,具有"革命性"意义;大学治理需要结构、制度与文化的一体化重构。The release of University Statutes marked that the universities have entered the “era of governance”. However,the profound changes did not occur as expected. There is a vague understanding of the essence of university governance and its relationship with the university management,which re-duces the original theoretical and practical value of “university governance”,limits the governance structure and the construction of University Statutes to technical operation,and makes the construction in modern university system stay in the surface of practice and tend to be formalized. With the help of“paradigm” concept and theory,this paper provides new ideas on the essence of university governance and the differences between it and the university management. Essentially,the university governance is a kind of “management paradigm”. Its essence is “management paradigm” conversion from “manage-ment” to “governance”. In our country,this transformation is from “administrative paradigm” to “shared governance paradigm” and has a revolutionary significance. The integrated reconstruction in structure, system and culture is indispensable for the university governance.
