科技创新与粤西地区经济发展分析研究——以茂名、阳江、湛江三市专利发明为例  

On Scientific and Technical Innovation and Economic Development of West Guangdong Region——A Case Study of Patent Inventions in Three Cities of Maoming,Yangjiang and Zhanjiang

摘　　要：粤西包括阳江市、茂名市和湛江市,与广东珠三角地区相比,无论经济还是科技创新能力都相对落后,属于广东欠发达地区。通过阳江、茂名和湛江三市2008-2013年专利情况和经济发展的相关性分析,可以看出,粤西地区科技创新存在以下问题:专利申请数量不多且质量不高,科技创新实力不强,科技创新主体力量不集中,后劲不足。需要从政策和制度层面鼓励科技创新积极性,根据地区特征有针对性地开展科技研究,发挥产学研协调创新机制及借力珠三角科技优势,加强科技人才培养。West Guangdong includes such cities of Yangjiang,Maoming and Zhanjiang.Compared with the Pearl River Delta Region of Guangdong,both its economy and scientific and technical innovation are all falling behind.This area belongs to the less developed area in Guangdong Province.By analyzing its patent invention and economic development situation from years 2008 to 2013,it can be summarized that the scientific and technical innovation in this area has certain problems:the quantity and quality of patent application is not satisfying;the innovation power is weak;and the major force of the innovation is not strong and centralized.This paper proposes that:innovation enthusiasm should be stimulated from the layers of policy and system;scientific research should be based on regional features;industry-university-research cooperation innovative mechanism should be fully activated;the scientific and technical strength of Pearl River Delta Region should be taken into consideration;and cultivation of scientists and technicians should be enhanced.
