美国农业风险管理体系及对中国的借鉴——从农业风险损失补偿的视角

摘　　要：美国是农业强国,建立了完善的农业风险管理体系,这在很大程度上增强了美国农业经济的稳定性,有效促进了美国农业生产的持续稳定发展。中国是农业大国,然而中国的农业风险管理体系还很不完善。本文通过介绍、研究美国农业风险管理体系,对比中国农业风险管理现状,分析、归纳出中国农业风险管理体系存在的问题。同时,通过借鉴美国农业风险管理体系,探究加强和完善中国农业风险管理体系的主要措施,进而促进中国农业生产、增加农民收入、保障国民经济稳定健康运行。United States is an agricultural power,and the establishment of a sound agricultural risk management system,which improves the stability of the U.S.agricultural economy to a large extent,effectively promotes the sustained and stable development of agricultural production in United States.China is also a big agricultural country,but their agricultural risk management system is far from perfect.This paper describes research of the USDA Risk Management System,compares it to the status quo of China's agricultural risk management situation,then analyzes and sums up China's problems of their risk management system.While drawing on U.S.agricultural risk management system,China's Agricultural Risk Management System can be strengthened and improved,which can then contribute to China's agricultural production,increase farmers' income,protect the national economy and provide a stable and healthy operation.
