摘　　要：海绵城市建设已经上升到国家战略层面。确指出：解决城市缺水问题，必须顺应自然，用自然力量排水，建设自然积存、自然渗透、习近平总书记在2013年中央城镇化工作会议上明要优先考虑把有限的雨水留下来，优先考虑更多利自然净化的海绵城市。The building of a foam city has been proposed to a national strategy level.The president Xi Jinping noted to solve the shortage of water in cities,we must adapt to the nature,reserve the limited rainwater as priority,use the natural power to drain the water and build a naturally collected,penetrated and purified foam city.During the building of industrial gathering in the east,Wenling City has performed advantageous practice and explorations concerning the rainwater collecting,purification and use,realizes the rainwater resourcing and set an example for building a foam city.
