摘  要:互联网时代,知识产权作为区域核心竞争力的一种战略资源,在科技成果转化中的意义越发重要。选取2011—2013年高技术产业的面板数据,运用DEA方法中的BCC和CCR模型,构建知识产权效率评价体系,对科技成果转化中知识产权效率进行区域和行业分析。分析结果表明,我国高技术产业知识产权创造活动取得较大成果,但未达到最佳状态,区域经济发展水平和知识产权效率总体上存在正向关系,高技术产业内部存在投入冗余和产出不足。提出建立和完善知识产权制度,加大西部地区科技投入,扩大高技术产业规模,合理调整医药制造业和航天航空制造业资源投入产出比例等提高我国科技成果转化知识产权效率的对策建议。As one of strategic resources of regional core competitiveness,it plays a more and more important role in the transfor-mation of scientific and technological achievements in the internet era.This paper selected 2011 -2013 panel data of high -tech industries,utilized the BCC -DEA and CCR -DEA models,built an evaluation system of intellectual property efficiency, conducted industry and regional analysis of intellectual property rights in the transformation of scientific and technological a-chievements.The results showed that,our intellectual property creation activities in high -tech industries made great achieve-ments but did not achieve the best state,there was a positive relationship between regional economic development level and effi-ciency of intellectual property in general,high -tech industries existed inner input redundancies and output lacks.The suggestions of improving the transformation of scientific and technological achievements in our country intellectual property rights in-cluded establishment and improvement of intellectual property system,increase of scientific and technological input in the west-ern region,expansion of high -tech industries’scale,reasonable adjustment of input and output ratio pharmaceutical manufac-turing and aerospace manufacturing,etc.
