摘 要:随着中国乡村农业发展进入资本和科技的时代,新科技新思维嵌入传统农业,带动农业经济向第六产业型态延展。因此,农庄经济脱颖而出,似乎是历史的必然。在中国农庄经济多元化发展的道路上,政府支持是农庄发展的必要基础,法治化是农庄经济成长的保障,在地化是农庄产业发展的内核。而生态保育,则体现着土地流转的政策底线,和农庄经营的社会责任与外部效应。鉴于乡村土地政策的调整和规范,对于农庄经济在一、二、三产业上因地制宜的布局,以及乡村土地流转市场和农产品市场价格机制的重构,有着重要的意义。政府在制定乡村土地政策的过程中,应遵循系统平台原则、适度规模原则、在地化原则、法制化原则、资金效率原则和生态可持续原则,引导农庄经济良性成长。As China's rural agricultural development enters into the age of capital and technology,new technology and new thinking have been embedded in traditional agriculture,promoting the extension of agricultural economy to the sixth industry. Therefore,it seems to be historically inevitable for the emergence of farm economy. On the road to the diversified development of farm economy,government support is the essential foundation of farm development,the rule of law the guarantee of the growth of farm economy and localization the kernel of farm industrial development. Ecological conservation,however,reflects the bottom line of land circulation policy and the social responsibility and external effect of farm management. The adjustment and regulation of rural land policy have important significance to the proper distribution of farm economy among the first,second and tertiary industries and the reconstruction of price mechanism for rural land circulation market and agricultural product market. Hence,in the process of formulating a rural land policy,the government should guide a benign growth of farm economy in accordance with the principle of system platform,the principle of moderate scale,the principle of localization,the principle of legalization,the principle of capital efficiency as well as the principle of ecological sustainability.
