摘　　要：党的十八届三中全会把推进国家治理现代化作为全面深化改革的总目标,这契合了利益主体和利益诉求多元化的现实趋势,当前处理好群体利益关系问题是摆在我国政治生活领域的中心问题。因此,要明确利益表达权利在国家治理现代化中的功能定位,培育成熟的利益表达主体,疏通利益表达的渠道,行使法治化的利益表达方式。The Third Plenary Session of the 18th CPC Central Committee has put the modernization of state governance as the overall goal of China＇s comprehensive reform and it fits into the current trend of diversification of the interest subject and interest demand. At present the issue of group interest management has become the core issue of China＇s political life. Therefore, the function of interest articulation right in state governance modernization shall be made clear and a mature interest articulation subject shall be cultivated to make the channel of interest atticulation smooth by following the principle of legalization.
