摘　　要：[目的 /意义]鉴于开放学术资源日益成为国家文献保障体系的重要组成部分,提出面向开放学术资源建设的国家保障与服务策略,以促进我国学术资源的战略保存与使用。[方法 /过程]通过梳理全球开放学术资源的生产与建设趋向,阐述其对我国文献资源保障功效、采访机制和长期保存与服务体系的现实挑战,并提出相应对策。[结果/结论]开放学术资源的"数量-质量-使用量"逐步提升、发现与遴选模式日益复杂、组织和共享方式各有不同,对此,我国应制定开放学术资源的国家战略保障发展规划、协同式建设管理开放学术资源、分类追踪/采集/加工开放学术资源、重视开放学术资源再利用的知识产权问题,并加快构建开放学术资源一站式服务平台。[ Purpose/significance] The open academic resources are becoming an important part of the national library and information system. This paper proposed the national document security and service strategy for the construction of open academic resources to further improve the strategic safety. [ Method/process ] Based on the trends of production and con- struction of global open academic resources,this paper presented some real challenges to the security effectiveness, the ac- quisition mechanism, and the long-term preservation and service system of literature resources in China. [ Result/conclu- sion] The global open academic resources have three main characteristics, including gradual improvement from quantity, quality and usage, increasing complexity of discovery and selection mode, and different ways of organization and sharing. In view of the impact of the open academic resources on the national library and information system, our country should gradual- ly carry out national security work, integrated collaborative construction and management, and classified tracking, collecting and processing. In addition, our country should pay more attention to the intellectual property issues about the reuse of aca- demic resources and accelerate the construction of one-stop service platform of open academic resources.
