摘 要:分析保障房土地供应制度存在的问题,进行制度重构设计探析,可以为其制度改革提供合理借鉴。本文以北京市为例,运用定性分析法得出:北京市保障房土地现状供应存在效率低、中长期规划缺失、选址和布局标准制约性缺乏的问题;北京市保障房土地供应问题的本质在于由其公益性特征决定的制度机制缺失。进而通过法律法规、规划机制、组织构建和运行机制的设计,进行土地供应一二级开发联动的制度重构,从而提高保障房土地供应效率,为北京市进行相关制度的设计提供参考。The purpose of this paper is to analyze problems of social housing land supply system of Beijing and to conduct analysis of system reconstruction, thus providing reasonable reference for the reform of the system. Method employed is qualitative analysis. The results indicate that : problems of affordable housing land supply in Beijing are the low efficiency, the lack of middle-term and long-term planning, the lack of conditionality of site selection and layout standard; the essence of problems of Beijing social housing land supply is the lack of institutional mechanisms decided by its public welfare characteristics. Then, through the design of mechanism of laws and regulations, planning, organization and running mechanism, carrying out the linkage development of first-second level of land, we conclude that social housing land supply system reconstruction can provide a reference for the relevant system design of Beijing.
