档案鉴定与鉴定档案:去留之间超越信息技术及政府投入的考量

摘　　要：就鉴定在档案环境下是否应该继续的话题,本文从基于和超越信息技术及政府投入两个视角进行了分析和论证。分析发现在鉴定对象没有被明确指出的情况下,论证易趋于模糊,而结论易趋于空洞。本研究同时认为弱化或免去鉴定的提议——一个源自于上个世纪的讨论话题——在信息/数字技术飞速发展以及中国成为世界第二大经济体的今天,依然缺乏坚实的立论基础。Focusing on the topic of appraisal in the context of archival system/management, this paper reports on the pertinent analyses from the angles of information/digital technologies and governmental investments on archival development. The analysis found out that when the objects of appraisal were not identified with sufficient clarity, arguments tended to be vague and conclusions tended to be overly general. It also found out that the proposal of reducing or removing appraisal - a topic originated in the past century lacks solid supportive foundations, even within the present environment where digital technologies are rapidly advancing and China has evolved as the second largest economy in the world.
