关于建立电子文件长期保存发展战略的思考

摘　　要：电子文件的长期保存不仅仅是单一的技术层面问题,更是一项涉及政策法规、标准体系、组织管理、电子文件资源、人员资金、风险防范等要素在内的系统工程,需要从战略层面进行规划、部署。本文运用SWOT分析法对我国电子文件长期保存的现状进行了分析,同时借鉴国外在这一领域的经验基础上,提出我国建立电子文件长期保存发展战略的建议,分别从战略目标、实施路径和支撑要素三个层面进行了阐述。Long-term preservation of electronic records is more than a technical issue, it includes many elements, such as policies, regulations, standards, organization, electronic records resources, talents,funds, risk prevention, etc. It's a systematic project and need a macro-plan and strategic deployment. In this paper, we analyzed the current situation of the long-term preservation of electronic records through the SWOT method. Drawing on foreign experience in this field, we advised that development strategy for longterm preservation of electronic records should be established, and then the objectives, implementation and supporting elements of the strategy were described.
