“一体两翼”格局下的民间防务智库与现代情报工作

摘　　要：当前在我国,以官方防务智库为主体、以高校附属型防务智库和民间防务智库为两翼的"一体两翼"格局已逐渐成型。快速成长的民间防务智库在人力资源、研究领域、支持服务等方面存在着推动现代情报工作发展的可能性。对安全保密这一影响推动作用的主要限制性因素进行了初步分析并呼吁通过必要的制度设计,以保证民间防务智库成为现代情报工作的"助手""合作伙伴""良性的竞争者",而不是"麻烦制造者"。At present in China, the structure that the official defense think-tank acting as the main body while the affiliated defense think -tank of universities of colleges and civil defense think-tank acting as the two wings has shaped. There is a high possibility for rapidly- growing civil defense think-tanks to promote modem intelligence work in human resource, research field and supportive services. The pa- per makes a preliminary analysis of the restrictive factor of security and secrecy, which influences the promoting effect, and proposes that civil defense think-tank should be guided to be ＂assistant＂ ＂cooperative partner＂, and ＂benign competitor＂ instead of ＂trouble maker＂ via the scientific design of necessary systems.
